Graduated from the Faculty of Law and Administration at the Jagiellonian University in Krakow (1984), passed his professional exam for judge and legal counsel (1987), worked as assistant lecturer at the Faculty of Law of the Bialystok Branch of the Warsaw University (till 1990).
During 1990-2000, he was an Advisor to the Minister of the Interior and Administration, Director at the Office for State Protection, Advisor to the Prime Minister, Deputy Commander-in-chief of the Border Guard, Advisor to the President of the National Bank of Poland, Undersecretary of State at the Ministry of the Interior and Administration, Secretary of the Crisis Management Committee of the Council of Ministers.
He completed professional training courses in the United States, the United Kingdom, and France. He participated in multiple international missions.
Since 2000, he has been working as a lawyer.
